Cyrus Chowdhury, Vice President of the Global Market Access (GMA) practice at Insight Strategy Advisors, led a recent ISA effort to collect macroeconomic, political and social data to create a framework for HTA progression in developed and emerging markets.
The GMA practice at ISA identified HTA adoption patterns in an effort to crystallize the industry’s understanding of trigger-points that lead to implementation of pharmacoeconomic evaluation procedures.
“We have three independent regions rapidly developing HTA procedures as a means to manage healthcare expenditure. Europe is moving towards HTA evidence-sharing networks, Latin America is learning how and when to use HTA in decision-making, and the Asian markets are just beginning to collectively realize the dangers of combining universal coverage with more expensive pharmaceutical interventions. Globally, we have three regions at unique stages of the very path-dependent process of HTA adoption. Surely, there are common political and economic factors that lead some nations to espouse HTA earlier than others – and that is precisely what we discovered.”
The results of the analysis is a 12-variable framework to guide individual market evolution. “This framework allows us to predict how market access challenges will evolve in the emerging markets during the next decade. It is important to remember that these regions and the markets within are culturally unique; we have sought to account for that based on our experiences with the governments in these countries.”
